The eighth disease: frustration

In no way could a frustrated nation emerge victorious. Frustration and despair are not characteristic of the faithful believers. That is because {Indeed, no one despairs of relief from Allaah except the disbelieving people.} [Quran 12:87]

The Tatars, like the Americans and their subordinates, endeavored to sap the morale of the Muslims to the least possible degree.   They overrated everything belonging to the Tatars or the Americans, and underrated everything belonging to the Muslims, and widened the gap between the possibilities of the enemies and the possibilities of the Ummah, and gave them the false impression that there is no way to salvation other than submission and surrender.

We have seen history. We have seen that the calamity of the Tatars was eliminated by a glorious victory scored by Qutuz, May Allaah have mercy upon him. Among the most important causes of this victory was that he raised the morale of his army, and taught them that the Tatars are but among the creation of Allaah, who could never cause Him to fail; and that if the Muslims were connected with Allaah, no one would have any way over them; neither the Tatars, the Jews, the Americans, nor anyone else; and that the last round would inevitably be in favor of the Muslims.

Without this psychological preparation and hope among the people of this Ummah, victory would be unattainable.

The ninth disease: appointing those who are unqualified in public offices

We have seen in the story of the first fall ofBaghdadhow public offices were given to those who were unqualified for them, the trust was wasted, and the high positions in the state were entrusted to men lacking competence and piety. They had neither power nor trustworthiness. That is, by Allaah, the greatest overwhelming calamity.

If the leading positions are entrusted only to men because of mediation, kinship or bribery, that will be very dangerous.

If you see that one employs only his relatives, that positions are sold, purchased and granted, and that those who are competent are marginalized and their competence undervalued, you then should know that victory is quite impossible.

If we now are in the rear among the nations, as we were during the days of the Tatars, let us consider first the leading positions, and who occupies them, and how they have attained those positions. Undoubtedly, you will find that the majority of them have attained these positions in a way not approved by Allaah, the Almighty.

There is no way to victory unless public offices are given to those who are qualified for them, and that matters are entrusted to those who combine deep knowledge, righteous deeds, pure conscience and good conduct.

The tenth disease: absence of consultation

Consultation is one of the principles of rule in Islam, and the one who neglects it sacrifices the energy of millions of his people, assumes himself to be perfect, behaves in opposition to the Prophets and Messengers, develops hatred in the hearts of his followers, makes mistakes, one after the other, and, above all, disobeys the command of Allaah the Almighty, which came explicitly in His Holy Book: {and consult them in the matter.} [Quran 3:159]

We mean here real consultation, not the illusory one whose main concern is to gather only suggestions that support the opinion of the leader, or to cover the opinion of the dictator with a dazzling cover called democracy, i.e. a cover which has no value, and is soon thrown into the trash bin, clearing the field for the opinion of the dictator!

That is the tenth disease which led to the breakdown of the Muslims beneath the feet of the Tatars.

These are ten complete (diseases). They are the same causes of defeat and humiliation at all times. We are not defeated by virtue of the power of our enemies, but because we are weak and ill-prepared.
